Mobile & Modular Business Pilot Program
The Town of Minturn is operating a Mobile & Modular Business Pilot Program through October 31, 2026. The purpose of the pilot is to evaluate, on a temporary and limited basis, whether small-scale mobile and modular business formats can operate appropriately on Town-owned property before any consideration of permanent policy or code changes.
This program allows the Town to test and learn in a controlled, reversible way. All approvals under the pilot are temporary, revocable, site-specific, and do not create any permanent rights or entitlements.
What is a Mobile or Modular Business?
For purposes of the pilot:

Mobile businesses include operations based in vehicles, trailers, carts, or similar wheeled units (for example, vans or trailers).

Modular businesses include operations based in temporary, demountable units such as a single container or similar structure that can be placed on and removed from a site.
The pilot focuses on temporary business formats, not on promoting or favoring any particular type of business.
Where Can the Program Operate?
Participation is limited to Town-owned property (which may include property the Town leases or otherwise lawfully controls, subject to applicable agreements and approvals).
Not all Town properties are suitable. Each proposal is reviewed case by case based on site context, surrounding uses, access, safety, and potential impacts. Approval of one location does not imply approval of any other location.
How the Program Works

Initial Inquiry – Interested businesses should contact the Town to discuss the program and basic eligibility.

Application – Applicants submit an application with information about the business, the unit, the proposed location, and operations.

Staff Review – The Town conducts a site-specific administrative review.

Public Awareness – Where practicable and appropriate, the Town may provide notice and allow an opportunity for public comment before issuing a license.

Decision – The Town may approve, approve with conditions, or deny an application.

Operation & Monitoring – Approved businesses operate under a temporary, revocable license and are monitored for compliance.

End of Term – At the end of the license term (or upon notice), the unit must be removed and the site restored.
Important Program Limits

The program does not amend the Town Code or zoning regulations.

The program does not allow permanent buildings, permanent foundations, or permanently affixed utilities.

All licenses are temporary, non-exclusive, and revocable.

No license creates a lease, tenancy, or property right.

All licenses expire no later than October 31, 2026 (unless the Town Council takes further action).
Public Comment
Public comment on the Mobile & Modular Business Pilot Program may be submitted at any time during the pilot period.
