Community Plans

A Comprehensive, or "Community," Plan is a road map: Based on current information, trends, and community input, a Community Plan sets a 10-15 year vision for where a community sees itself in the future from the standpoint of challenges and opportunities, shared community values, goals, and priorities. A good community plan also provides practical guidance for decision makers from the standpoint of a physical development - growth or no growth? What type of growth? How much growth? Where?

Community Plans are advisory in nature and are used as a tool by decision makers to evaluate proposals such as the creation of new zone districts or development standards, a new residential or commercial development, or the annexation of new lands. They are also used to guide decision making for things like economic development (attracting new businesses or retaining existing businesses), sustainability (how to plan for a more resilient future and how to use resources well), historic preservation, or planning for civic investments in parks, open space, trails and transportation improvements.

Most municipaities in Colorado have a community plan, along with other master plan documents that are more specific to a neighborhood or area, or which are specific to a topic such as open space or parks. The Town of Minturn has several adopted planning documents that, together, contribute to its Comprehensive Plan.

The 2023 Imagine Minturn Community Plan sets the course for the Town of Minturn over the next 10-15 years and addresses seven key goal areas or themes, as noted below.

The 2023 Community Plan updates and replaces the 2009 Minturn Community Plan. Because community plans should be updated every 10-15 years, the Town initiated an update to the 2009 Plan in the fall of 2021. Over the course of 12-14 months, the Town, working with local consultants, completed outreach with stakeholder groups, formed a steering committee, and held open houses to gather input on community values, community concerns, and a community vision and goals. The resultant 2023 Plan encompasses that input and provides a practical road map and recommendations for a successful, vibrant, and complete Minturn over the next decade.
