Everyone realizes that, even without the development of Battle Mountain, traffic on Highway 24 will continue to increase through the Town of Minturn. Considering that, the applicant and the Town (with input from the Colorado Department of Transportation) have worked very hard to develop monitoring and mitigation plans that address both the current traffic increase and the expected increase due to development on Battle Mountain. The result of this work are three specific plans that have evolved over months of public hearings that outline various aspects of traffic management including how to improve the current traffic issues in Minturn (new sidewalks, pedestrian bulb-outs, better sightlines, etc.), how to manage construction traffic (off-peak materials delivery, construction worker shuttles, using the railroad, etc.) and how to manage visitor and employee traffic once build out is complete (shuttles, on-site housing, on-mountain gondola, etc.).
Using the newest traffic management techniques and technology available (for example Gen 2 Smart Tags or other similar technology) and insuring citizen input and strict town oversight (including harsh penalties on the applicant if necessary like stop-work orders, withholding building permits, etc.), the management of traffic has been and will be the highest priority for the Town of Minturn.
